鄭義:南方暴雨成災 要破中國和世界紀錄 方興未艾 後果兇險 (2020-6-23)

6月2日持續至今的南方暴雨,是今年以來國內18次強降雨中強度最大的一次。
這次強降雨涉及11個省(區、市),100毫米以上的降雨(也就是大暴雨)面積達70萬餘平方公里,250毫米以上的降雨(也就是特大暴雨)面積達9萬餘平方公里,400毫米以上的降雨面積達2.4萬餘平方公里。這個400毫米以上,我就不知道該怎麼叫了,破表了。在廣東惠州龍潭鎮,累計降雨量一度超過1140毫米,可能離世界紀錄不太遠了。總而言之,這次強降雨來勢兇猛,方興未艾,後果難測。
另據媒體報道,在廣西陽朔縣,暴雨致使9個鄉鎮出現洪澇災害,受災人口逾15萬人,全縣酒店民宿進水受損1000餘家,商業鋪面進水5000餘間,旅遊景區景點受損30餘家。陽朔縣城的甲秀橋上,停滿了大大小小的避澇車輛。
6月12日,水利部副部長葉建春在新聞發布會上表示,中國已全面進入汛期,共有148條河流發生超過警戒水位以上的洪水,珠江流域的西江和北江均發生今年第1號洪水,局部地區發生了洪澇災害。總體來看,今年防汛形勢嚴峻,要做好防大洪水的準備。葉建春還表示,目前防洪工程能夠防禦1949年以來的最大洪水,但超標洪水有可能超出現有的防禦能力,出現「黑天鵝」事件。預計長江中下游、珠江流域西江、海河部分水系、松花江、遼河等地可能發生較大洪水;黃河上中游、太湖、淮河等地今夏可能發生區域性暴雨洪水。有消息人士解讀,葉建春此言,似乎暗示中國今年有可能發生49年以來最大的洪水災害,而且是全國性的。
葉建春話音未落,長江上游發生了強降雨,不是他前兩天所預料的長江中下游。6月14日,重慶各區縣相繼出現大雨、暴雨天氣。其中石柱、酉陽縣等地區出現特大暴雨,中小河流出現超警戒水位洪水,河堤垮塌、損毀,縣城鄉鎮以及大面積農田被淹,水漫街道,汽車如紙船般漂浮水中,居民損失慘重。
學者專家們一致認為,在全球變暖的大背景下,近50年來中國強降水事件呈現明顯增加趨勢,降水時間越來越短,且越來越強。大城市百年一遇的短時強降雨重現時間顯著縮短,城市內澇風險增大。未來強降水事件將增多、增強,洪澇災害將進一步加劇,形勢將更為嚴峻。
了解一下歷史總是有益的。據過去兩千多年的記載,中國共發生1600多次大水災,1300多次大旱災,可謂年年有災。而且,災害的頻率有加快趨勢,每年所遭受的水旱災害,隋朝0.6次,唐朝1.6次,兩宋1.8次,元朝3.2次,明朝3.7次,清朝3.8次。這顯然與開發強度密切相關。在隋朝到清朝的1300年間,水旱災害增加了3.2次,其增長速度大約是每400年增長1次。另據資料證實,自1949年至上世紀末的50年間,平均每年發生水旱災13.5次。歷史上每400年增長1次,現在的增速是歷史上的幾十倍。這種幾十倍的加速,是應該認真想一想了。
水旱災害頻率急劇上升,自然與溫室效應造成全球升溫有關,也與開發強度、破壞性建設相關。特別是近三十年來,「發展是硬道理」,一切向錢看,GDP崇拜,再加之產權不清,揮霍資源能源,放縱污染,中國生態環境惡化已達頂點,水旱災害只有愈演愈烈。或赤地千里,或洪水滔天,或南澇北旱,或先澇後旱,總之是無災不成年,中華民族的生存已遭受到巨大威脅。
這種狀況不改變,中國百姓沒有平安。
我們唯有祈求這次水災不要太大,不要像1998年那回,降雨綿延兩月,長江8次洪峰此起彼伏,險情迭起,全國震撼。同時松花江嫩江也暴發歷史上最大洪水。那一年真可謂洪水滔天,防不勝防,至少有170處大小堤防相繼潰決或被迫爆破分洪,中國南北最富庶之地頓成一片汪洋,成千上萬的百姓頓成浮屍。(2020年6月17日)

從全國客運量數據看中國經濟是否復甦
在客運量數據背後,體現是民工的大規模復工是否實現,以及經濟往來活動是否復甦。差旅活動、採購活動和貿易談判的旺盛程度,必定會在客運量數據里體現出來。此外,客運量數據的社會關注程度很低,並且普遍採取了數據直報系統,中間被篡改的幾率很低,所以相對可信。

以2019年為基準,當年度的月均客運量為14.67億人,其中鐵路的月均客運量為3.05億人,航空的月均客運量0.55億人,公路10.84億人,水路0.23億人。
再來看2020年1-4月的客運量,同比萎縮幅度58.8%,毫無復甦跡象!當月客運量只有5.73億人,只比2019年的平均月度客運量14.67億人的零頭稍微多了一點。這意味著在整個4月份,老百姓依然整體上窩在家裡沒有出門。
1-5月份的客運量與去年同期相比,萎縮幅度依然高達56.9%。
2020年5月份的客運量為7.37億人,同比2019年5月的14.55億人,萎縮49.3%;其中鐵路客運量1.57億人,同比2019年5月的3.08億人,萎縮49.1%;航空客運量萎縮52.6%(0.26億人/0.55億人-1);公路客運量萎縮49.2%(5.42億人/10.67億人-1);水路客運量萎縮52.0%(0.13億人/0.26億人-1)。
