他说，第一种就是退让，但是这一点很难做到，因为中共方面到现在为止只愿意做部分退让。这个退让实际上就是多买美国商品，这就是为什么美国到现在一直坚持说中方要做出有意义的行动来。对于中方来说的话，很多原则是不能让的，尤其是牵涉到制度上的；而部分退让，美国不会同意，所以这条路基本上是行不通的。
第二种可能就是全部满足美国的要求，或者是美国的主要要求，但这个问题就是牵扯到中共的社会主义道路的问题。中国国内的情况，一个是全面的「国进民退」；一个是私企和外企都要派党支部。
而美国提出来的这些要求，其实都是跟中共的制度有关系的，尽管提出来的这些要求如果实施的话，对中国国家和中国人民都有好处，但是对中共的统治显然没有好处的，因此我们没有任何理由相信中共会这样做。
第三条路就是拖延耍赖，这其实就是一直在做的事情。最近有两个标记，就是崔天凯两次接受美国媒体采访，这个可以作为一个标记，就是这个战术的标记，就是他能拖多久拖多久。这个它依靠的是什么呢？就是中共所谓的制度优势，民众在这个问题上没有多少发言权，它就是把人民作为中共拒绝改变的代价，就是中共这个能力比较强。
另一方面，它希望美国人民也会因为贸易战造成的不方便和经济上的一些损失，当然，这个损失即使有的话，比起中国民众的损失要小很多，但是因为美国是民主社会，它就希望美国人民在选票上能够改变现状，希望美国贸易争端的立场不能坚持，这是它的想法。
第四条路，中共正在做的就是重新组建同盟，尽管欧盟和日本在贸易上和美国是一致的，但是中共不会放弃拉拢欧盟和日本。最近它强调中日友好，这个其实日本的表现跟当年它鼓动反日游行时候打砸抢，日本表现没有什么不一样，但是中共的表现就完全不同了，显然是一种政策。像前几天有几十个议员参拜靖国神社，中共也一声不吭。
另外一个，和俄国靠近；另外一方面，继续争取做第三世界的领袖，包括继续向非洲、拉美这些地方加强它的势力范围；还有包括外围出击，比如打压台湾等等。
横河认为，到目前为止，中共最可能采用的还是一个拖延战术，它所谓的想进行谈判，其实还是想通过谈判尽量不让步，是想通过这种方式。
