他说,第一种就是退让,但是这一点很难做到,因为中共方面到现在为止只愿意做部分退让。这个退让实际上就是多买美国商品,这就是为什么美国到现在一直坚持说中方要做出有意义的行动来。对于中方来说的话,很多原则是不能让的,尤其是牵涉到制度上的;而部分退让,美国不会同意,所以这条路基本上是行不通的。
第二种可能就是全部满足美国的要求,或者是美国的主要要求,但这个问题就是牵扯到中共的社会主义道路的问题。中国国内的情况,一个是全面的「国进民退」;一个是私企和外企都要派党支部。
而美国提出来的这些要求,其实都是跟中共的制度有关系的,尽管提出来的这些要求如果实施的话,对中国国家和中国人民都有好处,但是对中共的统治显然没有好处的,因此我们没有任何理由相信中共会这样做。
第三条路就是拖延耍赖,这其实就是一直在做的事情。最近有两个标记,就是崔天凯两次接受美国媒体采访,这个可以作为一个标记,就是这个战术的标记,就是他能拖多久拖多久。这个它依靠的是什么呢?就是中共所谓的制度优势,民众在这个问题上没有多少发言权,它就是把人民作为中共拒绝改变的代价,就是中共这个能力比较强。
另一方面,它希望美国人民也会因为贸易战造成的不方便和经济上的一些损失,当然,这个损失即使有的话,比起中国民众的损失要小很多,但是因为美国是民主社会,它就希望美国人民在选票上能够改变现状,希望美国贸易争端的立场不能坚持,这是它的想法。
第四条路,中共正在做的就是重新组建同盟,尽管欧盟和日本在贸易上和美国是一致的,但是中共不会放弃拉拢欧盟和日本。最近它强调中日友好,这个其实日本的表现跟当年它鼓动反日游行时候打砸抢,日本表现没有什么不一样,但是中共的表现就完全不同了,显然是一种政策。像前几天有几十个议员参拜靖国神社,中共也一声不吭。
另外一个,和俄国靠近;另外一方面,继续争取做第三世界的领袖,包括继续向非洲、拉美这些地方加强它的势力范围;还有包括外围出击,比如打压台湾等等。
横河认为,到目前为止,中共最可能采用的还是一个拖延战术,它所谓的想进行谈判,其实还是想通过谈判尽量不让步,是想通过这种方式。
