One such interpretation suggests that during Donald Trump’s first term as U.S. President, the CCP’s Central Military Commission and Ministry of State Security allegedly developed a “Zero Plan.” This plan purportedly involved significantly increasing the production of fentanyl precursors and facilitating their entry into the United States via Canada and Mexico, aiming to exacerbate the opioid crisis and undermine U.S. society.
It’s important to note that this interpretation lacks official confirmation and should be approached with caution.
Another context in which “零计划” is mentioned pertains to China’s “Zero-COVID” policy, officially termed “动态清零” (Dynamic Zero). This policy aimed to eliminate COVID-19 transmission through strict measures such as lockdowns, mass testing, and travel restrictions. While initially effective in controlling outbreaks, the policy faced criticism for its economic and social impacts, leading to widespread protests known as the “White Paper Movement.” Subsequently, the Chinese government relaxed these measures in December 2022.
