Universities tend to be judged by the test scores of their incoming students and not on what students actually learn once they attend these institutions. While shared tests and surveys have been developed, most schools refuse to publish the results. Instead, they allow such publications as U.S. News & World Report to define educational quality. In order to raise their status in these rankings, institutions pour money into new facilities and extracurricular activities while underfunding their educational programs.

Why Public Higher Education Should Be Free, Robert Samuels argues that many institutions of higher education squander funds and mislead the public about such things as average class size, faculty-to-student ratios, number of faculty with PhDs, and other indicators of educational quality. Parents and students seem to have little knowledge of how colleges and universities have been restructured over the past thirty years.

Samuels shows how research universities have begun to function as giant investment banks or hedge funds that spend money on athletics and administration while increasing tuition costs and actually lowering the quality of undergraduate education. In order to fight higher costs and lower quality, Samuels suggests, universities must reallocate these misused funds and concentrate on their core mission of instruction and related research. 

Throughout the book, Samuels argues that the future of our economy and democracy rests on our ability to train students to be thoughtful participants in the production and analysis of knowledge. If leading universities serve only to grant credentials and prestige, our society will suffer irrevocable harm. Presenting the problem of how universities make and spend money, Samuels provides solutions to make these important institutions less expensive and more vital. By using current resources in a more effective manner, we could even, he contends, make all public higher education free.

In this introductory chapter I’ll discuss a few of the more recent versions of this view. I’ll then begin to sketch the contrasting view of enactivism, an embodied cognition approach that has roots in phenomenology and pragmatism.

Enactivist approaches to cognition suggest that, at least in basic (perception- and action-related) cases, cognitive processes are not just in the head, but involve bodily and environmental factors. This view clearly poses a challenge to what has been the standard science of cognition, especially to cognitive neuroscience, and to any science that claims to provide full and exclusive explanations in terms of one factor, e.g., neural processing. If cognition is not reducible to brain processes, or to any other single factor, and if indeed it does involve many other aspects of embodiment and environment, then how precisely should a scientific study of the mind proceed? Can there be an enactivist science of mind? In sketching out an answer to this question, a number of issues, involving intentionality, representation, affect, agency, and so on, come into focus and I address these issues more fully in subsequent chapters.

In other cases, what is lost is the sense of agency itself, similarly divided into agency for action and agency for thoughts. This chapter discusses disruption of the sense of agency, taking into account these different levels of analysis. Specifically, we consider perceptual deficits, such as blindsight and arm illusions, which are related to agency misidentification, as well as attentive deficits, which are related, by contrast, to disruption in attention allocation; for example, as in neglect syndrome. Finally, the psychiatric disturbances schizophrenia, autism spectrum disorder, and obsessive-compulsive disturbs are considered as examples of psychological impairments in the perception of agency. The overall concept of agency has existed since the Enlightenment where there was debate over whether human freedom was expressed through instrumental rationality or moral and norm-based action. John Locke argued in favor of freedom being based on self-interest. His rejection of the binding on tradition and the concept of the social contract led to the conception of agency as the capacity of human beings to shape the circumstances in which they live.[2] Jean-Jacques Rousseau explored an alternative conception of this freedom by framing it as a moral will. There was a bifurcation between the rational-utilitarian and non-rational-normative dimensions of action that Immanuel Kant addressed. Kant saw freedom as normative grounded individual will, governed by the categorical imperative. These ideas were the point of departure for concerns regarding non-rational, norm-oriented action in classical sociological theory contrasting with the views on the rational instrumental action.[3]

These definitions of agency remained mostly unquestioned until the nineteenth century, when philosophers began arguing that the choices humans make are dictated by forces beyond their control.[3] For example, Karl Marx argued that in modern society, people were controlled by the ideologies of the bourgeoisie, Friedrich Nietzsche argued that man made choices based on his own selfish desires, or the "will to power" and, famously, Paul Ricœur added Freud – as a third member of the "school of suspicion" – who accounted for the unconscious determinants of human behavior.[4] Ludwig Wittgenstein's talk of rule-following and private language arguments in his Philosophical Investigations has also made its way into the discussion of agency, in the work of Charles Taylor for example.[5]

今天回顧,過去卅年,我們對 SO 做的,好比更早廿年,曾對 BPD 所做,就是把它變成,可處理 (manageable) 的難題。首先藉精算風險評估 (actuarial risk assessment),進行分組,再以不同治療模型,進行處遇研究,當研究資料,累積相當數量,就開始反覆後設分析 (meta-analysis),構建實證論述 (evidence-based discourse) 。

與 BPD 不同的是,SO 非僅臨床現象,屬行為犯罪學 (Behavioral Criminology) 難題,牽涉立法執法,而且再犯 (recidivism) 風險和社會安全的顧慮,是很具體的。處遇重點,是高風險者,遂藉司法精神病房,取代監獄。至於長期住院期間,是否有治療可言,可想而知,反正住院等同羈押,住院一生,等同不可假釋的無期徒刑,就算解決了社會安全的難題。意思是說,精神醫學,就是社會控制 (social control)。至於假釋在外,或刑期已滿,仍續列管追蹤者,這些在社區走來走去的人,則交給心理師社工師提心吊膽。意思是說,社區處遇,就是社會監控 (social monitor)。

Serial killing 必須有形上學和美學意涵,意思是說,那是一個作品,所以「已不流行」,所透露訊息為,當今之人,已無形上學和美學,已無作品,反之,mass killing 者,絕望衝動,自毀他毀,只剩破壞,只剩毀滅,「正在流行」,所透露訊息為,當今之人,沒有辦法安住狂亂的心,仇恨滿溢,玉石俱焚,簡單講,精神狀況,普遍不佳,自體疾患,雖生猶死,意思是說,放眼望去,所見皆三頭六臂,張牙舞爪,難得見到一個尚未變形成功者,「像一隻健康的烏蠅蜜蜂,自然的活著的人」,小結,mass killing 是當今世界,唯一重要的存在難題 (existential quagmire),
