一、2018中国有三个严重误判
1.经济下行
2018年我们可以说是非比寻常的一年，这一年发生了太多太多的大事。但是最主要的是什么？——2018中国经济下行。
今年下行到什么程度呢？
国家统计局的数据是6.5%。但是一个非常重要的机构的研究小组，他们内部发布的报告是：到目前为止，中国GDP的增长数据为1.67%。而另外一种测算显示数据为负。
当然在这里我们不去讨论这个测算是正确还是错误，也不讲应该相信哪个数据，但是今年中国在这件事情上出现了严重的误判。
2.中美贸易战
中美贸易战我们有没有误判？我们有没有低估？现在中美贸易战快过去一年了，我们回忆一下年初主流媒体的言论：中美贸易战，美国人是搬起石头砸自己的脚，中国必胜；中国要打下去，一定是大打大赢，中打中赢，小打小赢。
曾经说过这些话的主流媒体都去哪了？说到底，到目前为止，我们对中美贸易摩擦，对中美贸易战的形势的判断，对国际形势的判断，存在很大的误区，这值得我们去深刻的反思。
实际上现在中美的贸易摩擦贸易战已经不是贸易战，不是经济战，是中美两国之间价值观的严重的冲突。
可以完全肯定地说，中美关系现在走在一个十字路口，中美关系现在面临巨大的历史考验，我想现在还没有找到一个真正妥善的办法。
大家最近注意到：华为孟晚舟CFO孟晚舟在温哥华被扣。BBC等媒体都在报道美国的盟国全面围堵华为，这说明什么？这不是简单的贸易和经济的问题。
我们过去有一句话说中国经济增长的战略机遇期，现在的战略机遇期还存不存在？我个人觉得我们现在国际的战略机遇期正在快速的消退。
3.民营企业遭受重创
从各种数据中我们发现，民间投资，民营企业的投资大幅放缓，民营企业家的信心遭受重创。
从年初开始消灭私有制、民营经济退场论等各种说法甚嚣尘上，直到今年11月1号，国家领导人才专门召开会议。有些人的说法是现在经济不行了，又在开始讨好民营企业。
所以中国经济的下行，中国经济面临的压力，包括中美贸易战的日益的恶化。我们要反思做错了什么，我们要反思真正提振中国经济，要真正的让中国经济能够持续稳定的增长，我们应该做什么？
二、我们现在面临的5个问题
我们现在面临的问题主要是自己的问题，却有很多东西讲的轻描淡写。
1.经济转型中的错误倾向
我们经济下行是一个长期的下行，这本来是没有太大问题的。但是大家注意到，我们现在是依靠消费和第三产业，两者占到GDP增长的78.5%。
按照我们官方的说法说这是好事：经济转型已经取得成功，过去我们依靠投资，依靠出口，现在已经是依靠消费和第三产业，听起来好像有道理。
但是大家要看到，在我们这样一个国家，投资大幅度的放缓，依靠消费，我们还能够维持经济的稳定吗？
这本身一方面可能是一个好消息，但是更重要的可能是一个不好的消息。
过去40年，改革开放40年，我们有过5次的消费浪潮，第1次是解决温饱，第2次是新三大件，第3次是信息消费，第4次是汽车，第5次是房地产。
但是现在这样的5次的消费浪潮，大家可以看到，基本上都已经处在一个尾声，汽车的消费在大幅度下降，房地产的消费也在大幅度的下降，所以我们现在面临巨大的问题。
2.金融风险加剧
在经济下行的同时，金融风险加剧，大幅引资银行急剧的萎缩，大量媒体讲：以前政策考虑不周、缺乏协调、执行偏离、强监管效应叠加导致了信用的紧缩，这当然是重要的原因，但是其实这并非是最深层次的原因。
我们看到直接融资的市场，债券融资也好，股票融资也好，在今年都是被腰斩，更多的是违约。10月份以前，前三季度企业债的违约已经超过1000个亿。
按照官方的数据，企业债的违约今年会超过1200亿，还有大量企业的破产，现在的企业是成片的倒下，国有企业也倒下了。
渤海钢铁，这是我们伟大的世界500强。在它倒下时，它的负债余额1920个亿，实际上它的负债余额可能达到2800亿。
地方债务，也是我们金融市场非常大的一个麻烦。
国家审计署说是17.8万亿，人大财经委的副主任贺铿先生说是40万亿还不止，超过40万亿，而且没有一个地方政府想还债。
3.股市下跌
我认为股市的春天还早着，大家可以看一看，现在股市的下跌只有1929年华尔街的崩盘可以与此相提并论。大多数股票跌到80%，跌去90%。
我们今天要反思的一个问题是股市之痛到底痛在哪里？
有人骂证监会，骂刘主席，骂这骂那，我认为是骂错了对象。监管政策不合适，监管政策可能不到位。股市的政策面不到位，可能是重要原因，但不是关键原因。
看看我们的利润结构，银行板块和房地产两个板块拿走全部利润2/3，1444家中小板的上市公司利润比不上一个办工商银行，这样的股市，它怎么可能成为牛市呢？
我们买股票主要是买公司的利润，企业的利润，不是靠消息炒作。耶鲁大学的教授罗伯特希勒说：股市短期不是经济的权益表，但长期一定是。
10月19号连续出台了那么多条的政策，刘鹤副总理甚至亲自牵头喊话，现在怎么样？上个礼拜五又跌破2600，始终在2600左右，股市的春天什么时候到来？
所以我想这个股市如此的糟糕，只能说明一个问题，中国实体经济相当麻烦。
4.金融业脱实向虚
大家知道中国经济的下行，说到底是我们过去这种扩张的模式，增长的方式，发展的这种思维出现重大的问题：脱实向虚，这是前任央行行长周小川行长讲的。
现在我们的金融风险是什么？隐蔽性、复杂性、突发性、传染性、危害性，结构失衡问题突出，违法、违规现象丛生。既要防止黑天鹅，又要防止灰犀牛。
有一个记者问周行长说，周行长，你说的黑天鹅在哪里？黑天鹅是哪几个？周行长笑而不答。
黑天鹅在你身边，那么多融资骗局是不是黑天鹅？但你看不见。
灰犀牛呢？灰犀牛随时发生，区块链、B圈，是不是黑天鹅？房地产就是最大的灰犀牛。
所以我们这种脱实向虚，在中国的表现太多了，总而言之就是套利。
去年在全国金融工作会议上，总书记和总理严厉的批评中国的金融业，说你们是自娱自乐，脱实向虚，金融乱象丛生，触目惊心。
除了这些金融套利以外，大量的企业拿了钱去干嘛？不是去搞主业。过去十年，IPO定增差不多9万多亿，9万多亿，40%拿去干嘛？拿去炒股票、炒期货，参股金融公司，并没有拿去搞主业，上市公司这样能好吗？
我也认识不少上市公司的创始人和老板。坦率的说，相当一些股权质押的资金并没有拿去真正搞他的主业，都去干嘛了？都去玩虚的：买理财，买房子。
官方公布的数据，我们上市公司买投机性买房，就是1万多、一两万个亿。所以中国经济全部都是玩虚的，全部都是靠杠杆加杠杆。
2019年开始，中国就走上了这个不归路，杠杆率急剧飙升。我们现在企业的杠杆率是美国的平均的杠杆率的三倍，日本的两倍。企业的负债率，非金融企业的负债率全球最高。
5.短期货币政策不能解决根本问题
现在经济下行压力巨大，于是政府又把老一套拿出来了：货币政策宽松，信贷政策激进，财政政策宽松，资本政策激进。
这些政策能够解决中国的根本问题吗？我们今年的货币政策不是不宽松，今年我们释放4万亿流动性，对冲叫中期借款便利，释放2.3万亿，2.3万亿乘以货币也是十几万亿。
信贷政策射出来“三支箭”，号称“易行长三支箭”。第一支箭是贷款，第二支箭是发债，第三支箭解决股权质押。
所以我们现在的问题，大家要反思，我们这样的政策，能够解决我们深层次的问题吗？
资本市场出台了那么多条政策，我看不是真正管用，10月19号到现在两个月了，能管用吗？这难道不值得我们去认真反思，我们到底经济的问题在哪里？
所以我反思的结论是：我们现在中国经济的问题已经不是这个速度的问题，数量的问题，它是一个质量的问题。
“十九大”报告写的好，十八届三中全会也写得非常好，可惜我们很多没有落实。我们中国结构的问题，“十九大”讲的“六大不平衡”，其实更多的是不充分的。
而且我这里讲信贷货币财政政策短期调整，无法从根本上解决上述“不平衡、不充分”发展的问题。
三、必须要实施三项实质性改革
说到底：我们目前仍然没有跳出旧的政策框架和思维方式，能否转型升级成功，关键是看民营企业的活力，关键是看政策能否激发企业家的创新活力。
大家看一看民营企业真正面临的核心问题，不是融资难、融资贵。根本的问题是什么？害怕政策的不确定性，害怕政府不守信用。
所以现在要解决企业相互拖欠的问题，首先是要解决政府拖欠企业，国有企业拖欠民营企业，大的民营企业拖欠小的民营企业的问题，三大成本的持续上涨，所以减税降幅是首要的诉求。
在这个大的背景下，我的基本结论是“短期的这些货币信贷政策根本解决不了问题。
中国的经济要真正的持续的稳定的增长，要走出今天面临的困境，必须要实施这三项实质性的改革。
我把这三项改革把它概括成为叫税改、政改、国改。
减税降负，那怎么才能减税降负呢？必须要把政府的结构精简，人员要大幅裁掉。政府要精简，政府的开支要下降，就必须要实施政治体制的改革。
北京大学的周其仁教授一直讲：中国最大的问题是社会治理成本太高，社会治理成本太高。
还有政改，以及国家治理体系的改革。当然还有一项教育——科研教育科研体系的改革。
后天要召开今年改革开放40周年的隆重大会，我们拭目以待，能不能在这个大会上能够吹响进一步深化改革的号角，能不能在这些改革方面取得突破性的进展？
如果没有，我最后的结论是，中国经济将陷入一个相当长期的、非常非常困难的结局。

Traditionally, psychotherapy research has used efficacy and effectiveness studies. Efficacy studies have been considered the gold standard for studying clinical interventions and effects due to their stringent controls. While not as scientifically rigorous as efficacy studies, effectiveness studies examine clinical interventions with larger and more diverse populations and more real-to-life treatment protocols. Unfortunately, effectiveness studies tend to be based on retrospective report, sometimes many months or even years after the conclusion of psychotherapy. The growth of technology, in particular smartphone applications (apps) has opened the door to a form of effectiveness study that allows for real-time data collection. The Therapy Outcome Management System (TOMS) is an iOS app that offers the potential to collect "big data." The data set for this study included 323 Norm Development Associates, who tracked the outcome and alliance of a total 4,110 clients. Five research questions were considered. The first research question yielded a statistical difference in therapeutic alliance variables between short-term and long-term psychotherapy, indicating that long-term psychotherapy patients report statistically improved therapeutic alliance across 3 of the 5 variables used. The second research question yielded no significant differences in therapeutic alliance between gender-matched and mixed-gender client-therapist dyads. The third research question investigated theoretical orientation/ modality in relation to treatment duration and outcome rating, with three of the four variables used to measure outcome revealing differences. The fourth research question observed therapy outcome and treatment duration in various countries where psychotherapy is being conducted, with significant differences observed. The fifth research question observed outcome and therapeutic alliance between various diagnostic groups. Individuals with a child/adolescent disorder were found to have had statistically higher average outcome ratings in the first 8 sessions when compared to mood disorders, and those in the substance abuse disorder group reported statistically lower therapeutic alliance scores when compared to adjustment disorder, anxiety disorder, and child/adolescent disorder. The 5 research questions reported here illustrate and explore the potential of a novel research method involving big data. Implications and limitations are considered.

An "unattractive" industry is one in which the effect of these five forces reduces overall profitability. Porter refers to these forces as the microenvironment, to contrast it with the more general term macroenvironment. The overall industry attractiveness does not imply that every firm in the industry will return the same profitability. Firms are able to apply their core competencies, business model or network to achieve a profit above the industry average. A clear example of this is the airline industry. As an industry, profitability is low because the industry's underlying structure of high fixed costs and low variable costs afford enormous latitude in the price of airline travel. Airlines tend to compete on cost, and that drives down the profitability of individual carriers as well as the industry itself because it simplifies the decision by a customer to buy or not buy a ticket. A few carriers--Richard Branson's Virgin Atlantic is one--have tried, with limited success, to use sources of differentiation in order to increase profitability.

It is all the more poignant that of all sentient beings a horse should be part of Nietzsche’s last conscious act. These sensitive, powerful animals look at the world through the “seemingly limitless gaze of their large, dark eyes” (Klinkenborg, 2018, p. 46), with a mind that, some say (Hyland, 1990), never adjusts to history and modern thinking, but belongs instead to a perpetual present. Horses were sacrificed on a massive scale during two World Wars; while carrying heavy machinery, their attentive gaze reflected like a mirror the terror and devastation of the battlefield.
